I feel this way b/c a band of starpower parallels a band of regeneration and is combined to make the band of mana regen. With the philosopher's stone, it reduces heal potion cooldown. The inclusion for that item in a mage playthrough as a necessity in the sense of it being an upgrade to deal higher damage would be very beneficial in my opinion
